According to the Sun-Sentinel:

“His driver’s license was suspended 19 times since 2000. He was twice designated a habitual traffic offender. Yet Paul Paraison still was on the road Monday, when a Broward Sheriff’s deputy charged him with an October hit-and-run fatality.

The case highlights a breakdown in the criminal justice system in which thousands of Florida drivers are still behind the wheel, despite having their licenses revoked or suspended. It’s an issue that has resonated from local courtrooms to the halls of the Legislature in Tallahassee.

Deputies said Martinez was being driven home on Oct. 16 by Jacinto Matias, 27, also of Pompano Beach. As Matias slowed to turn into the 500 block of Southwest Third Street, he was rear-ended by a 2006 Dodge Charger. The crash sent Matias’ van into a palm tree and ejected Martinez, who was killed. Matias was injured.”
